Draft amendment to technical regulation for perfumery and cosmetics

A draft amendment to technical regulation for perfumery and cosmetics has been prepared.

The stage of public discussion of draft amendments to the technical regulation “On the safety of perfumery and cosmetic products” (TR CU 009/2011), prepared by Rospotrebnadzor regarding the updating of appendices 1–5 to the technical regulation has ended.

The changes proposed to be made to the document are related to the harmonization of requirements of technical regulation with the requirements for perfumery and cosmetic products adopted in the EU, and are aimed at ensuring the life and health of people, as well as eliminating technical barriers to trade in perfumery and cosmetic products with other countries, not included in the EAEU. In addition, the terminology used in the Appendices to the technical regulations has been expanded. Thus, the terms for rinse-off and leave-in products, products for hair, lips, nails, etc., as well as the term “professional use” have been clarified.

The project proposes to expand the list of substances prohibited and permitted, taking into account restrictions for use in the production of perfumes and cosmetics. In connection with the adoption of these amendments, applicants will need to change product formulations and, accordingly, receive new conformity assessment documents for cosmetic products.
