Certification of Industrial Electronics

Electronics is not only the simplest devices used in everyday life but also complex industrial equipment. Devices powered by electricity are potentially dangerous for consumers and employees of enterprises, therefore, the sale of such products on the territory of the EAEU is possible only after testing. Certificate for industrial electronics is designed to confirm the quality and safety of the product.

Technical regulations for industrial electronics.

Certification of industrial electronics is based on several technical regulations of the Customs Union:

004/2011 covers the safety of all types of low voltage equipment;

020/2011 evaluates electromagnetic compatibility of technical devices;

037/2016 controls presence of hazardous substances in products;

048/2019 contains requirements for energy performance of equipment.

Separate specialized technical regulations can be used to check compliance with standard requirements depending on the type and purpose of industrial electronics, for instance:

  • 010/2011 covers safety of machinery and equipment;
  • 016/2011 regulates production of gas-powered devices.

A separate category of technical equipment ensuring fire safety, for example, detectors, fire alarms, special lights, thermal imagers, radio beacons, sound beacons, fall under the EAEU TR 043/2017 and are subject to mandatory certification or declaration.

The detailed list of electronics subject to mandatory verification is specified in the annexes to technical regulations, as well as in the texts of the relevant decisions of the Board of the Eurasian Economic Commission. If the position is not in the list, issue of quality certificate is deemed sufficient.

Particularities of certification of industrial electronics.

The category of equipment and electronics for industrial use comprises:

  • personal computers, as well as PC-related devices (scanners, printers);
  • test and measurement devices;
  • power supply and control units;
  • memory modules;
  • frequency converters;
  • starting devices.

The type of required document for production and sale of a particular product depends on several factors – type of device, principle of operation, the scope as well as possible risks.

After identifying products, technical regulations under which the device falls are determined. This may be one or more legal documents. The type of permission depends on technical parameters, HS code.

According to technical regulations TR CU 004/2011 and 020/2011, certificates are issued for serial production or for a separate batch of goods.

The safety assessment of electrical appliances according to TR EAEU 037/2016 is completed with issue of declaration, which can be replaced with certificate, at the applicant’s request.

Individual entrepreneur may submit for a voluntary fire certificate for any electrical device.

The procedure and deadlines for processing documents.

Compliance with the established quality and safety criteria is assessed as per standard procedure.

To initiate an audit, an entrepreneur submits an application with a full set of documents:

  • copies of certificate of registration (TIN, OGRN);
  • bank details;
  • device description;
  • data sheet;
  • manual;
  • documents confirming the right of ownership or lease of production areas;
  • ISO certificate (if any) and other additional information.

After checking the documents, experts carry out identification of products, inspection of production (if necessary), selection and testing of samples.

Issue of permits after providing samples takes approximately 2-3 weeks.

If parameters of tested products comply with current regulations, the applicant is issued a certificate or declaration for industrial electronics.
