Certification of pressure equipment

All equipment that operates under excessive pressure must be certified for sale in the territory of the countries of the Eurasian Economic Union.

The category of such equipment includes: valves, vessels, pipes, pressure gauges, cylinders, containers and other elements that operate directly under excess pressure.

Legislative framework.

Decree of the Government of the Russian Federation of December 23, 2021 No. 2425 contains the entire detailed list of products that should be put on sale only with certification.

In case of non-compliance with the requirements, the enterprise will have to pay an administrative fine and close business activities for up to three months. And also, the authorized bodies have the right to withdraw all non-certified products.

Users can check the certification of pressure equipment at any time on the website of the unified register of the Federal Accreditation Service. And also customs and authorized bodies are engaged in verification of certification.

Technical regulations and types of certification of pressure equipment.

For all types of pressure devices, the norms of one Technical Regulation apply – TR CU 032/2013.

To confirm the safety of products in accordance with the requirements of this document, a quality certificate or a declaration of conformity is issued. You can find out for which product which document needs to be issued in the detailed list of Decree of the Government of the Russian Federation of December 23, 2021 No. 2425.

When issuing a quality certificate, the following schemes are considered:

1C – serial assessment with analysis of the state of production;

3C – evaluation of a sample from the batch;

4C – evaluation of a piece of equipment;

7C – serial evaluation of the main constituent elements with an analysis of the state of production.

Schemes for declaration:

1D – serial evaluation by the manufacturer;

2D – assessment of the batch by the manufacturer;

3D – serial assessment by the certification center;

4D – assessment of the batch by the certification center;

5D – evaluation of equipment after installation for commissioning.

Validity periods for pressure equipment certification are from one to five years. Some documents are issued indefinitely, for example, according to schemes 3C, 4C, 1D and 3D.

What is the difference between certificate and declaration?

The certificate of conformity and the declaration of conformity differ only in the appearance of the document and the responsible person.

That is, the certificate is filled in on a special form – this is done by the certification center. He also takes responsibility for the compliance of the information in the certificate with the requirements of the Technical Regulations.

And the manufacturer himself fills out the declaration of conformity on a regular sheet of A4 format, he is also responsible for the authenticity of the document.

Both documents have the same legal force, they also equally confirm the compliance of the safety and characteristics of the equipment with the requirements of the Technical Regulations.

How products are assessed and certification of pressure equipment is carried out.

  • Submission of an application to the certification center;
  • Signing an agreement with the center and providing a package of documents;
  • Evaluation of products in the laboratory conditions of the center (analysis of production conditions, if necessary);
  • Obtaining permits for certification;
  • Registration of a certificate or declaration in the FSA register.

List of documents that will be required at the certification center:

  • TIN and OGRN of the organization;
  • Unified State Register of Legal Entities or EGRIP;
  • HS code;
  • GOSTs and TU, according to which products were designed;
  • Labels describing the characteristics of the equipment;
  • Lease agreement or document confirming the ownership of the premises used for production.

How long does it take to complete certification?

The certification center evaluates products and prepares documents within 2-6 weeks. And the Federal Accreditation Service registers documents within three working days.
