Optical fiber labeling

An experiment on labeling some fiber optic products in the Chestny ZNAK («Честный ЗНАК») system will last From December 1, 2023 to December 1, 2024:

• optical fibers – HS code 9001 10 900 1;

• fiber optic cables – HS code 8544 70 000 0.

The corresponding Government Decree 1929 was signed on November 16, 2023.

One of the goals of experiment is to enable manufacturers to test the capabilities of the “Chestny ZNAK” system and to establish the operation of equipment and software for labeling. Codes will be provided free of charge to manufacturers during this time.

In addition, as part of experiment, the issue of traceability of the turnover of such products from the moment of production to the laying of the fiber-optic cable by the contractor during the construction of communication lines will be examined.

The only operator in the “Chestny ZNAK” labeling system is CDAT (Center for the Development of Advanced Technologies). It is the only organization accepting applications on access and issuing codes.

Earlier, the government planned to launch experiments on labeling six product groups.

Let us take a closer look at each of them.

Clothing – from April 1, 2024, the list of types of clothing subject to mandatory labeling in the “Honest Sign” system is expanding (additional types of outerwear; suits and sets; some items of workwear; sweaters; shirts; jackets; blouses; dresses; scarves and others);

Caviar, rehabilitation means and titanium metal products – in November 2023, an experiment is taking place with three groups of products at once: technical means of rehabilitation, titanium metal products, sturgeon and salmon caviar;

Perfume and cosmetic products and household chemicals – from December 1, 2023 to February 28, 2025, it is planned to conduct a labeling experiment in the “Honest Sign” system (cosmetics or makeup products and skin care products, except for medicinal and antiseptics, which are already subject to labeling; hair products; oral or dental hygiene products, including fixative powders and pastes for dentures; products used before, during or after shaving; personal deodorants; bath compositions; hair removal products and other perfumery, cosmetic or toilet preparations; room deodorants, scented or unflavored, with or without disinfectant properties; soap; organic surfactants and products used as soap, etc.);

Printed products – from September 1, 2024 to August 31, 2025, the Russian Ministry of Industry and Trade plans to conduct an experiment on labeling printed textbooks for general education;

Canned food and groceries – from December 1, 2023 to August 31, 2024, it is planned to conduct an experiment on labeling ready-made or canned products from meat, meat by-products, vegetables and fruits, mushrooms and berries, and certain types of grocery products – pepper, cinnamon, ginger.
