Changes to regulation on fat and oil products
Сhanges in TR CU 024/2011 “Technical Regulation on Fat and Oil Products” were approved at the end of December 2023, by decision of the Council of the Eurasian Economic Commission (EEC) No. 149.
The first changes are related with addition of technical regulation objects of the regulation. Non-tempered mixed type cocoa butter substitutes are added to them. The new edition sets out certain terms: hydrogenated refined deodorized oil (fat); refined, deodorized, interesterified oil (fat); spread; baked mixtures. Requirements for labeling fat and oil products were also revised.
For example, it is stated that if edible oil and fat products contain components whose mass fraction is 2 percent or less, it is allowed to indicate them in any sequence after the components whose mass fraction is more than 2 percent. Clarifications are also introduced for individual cases of declaration of conformity. Thus, the declaration indicates name of the oil with the purpose of its use and the need for refining or re-refining (additional purification). As an example: “Unrefined sunflower oil. Intended for use as food (edible) raw materials. Subject to refining at enterprises producing edible fat and oil products.” Appendix No. 1 to the TR CU, which sets out requirements for acceptable levels of safety indicators for food fat and oil products, is set out in a new edition.
At the same time, we note that yet another changes to this application will take effect earlier – on July 10, 2024. They relate to compliance of the provisions with requirements of the “general” regulation of TR CU 021/2011 “On food safety”. The changes also affect other annexes to the regulation.
The new edition of TR CU 024/2011 will come into force on December 22, 2024.
