On introduction of traceability mechanism for goods imported to EAEU

The Council of the Eurasian Economic Commission approved a roadmap for the implementation in the EAEU of a mechanism for tracking transportation using navigation seals.

Decision No. 44 of the EEC Council dated April 21, 2023 amended Decision No. 2 of the EEC Council dated January 21, 2022 “On the implementation of a pilot project to introduce a traceability mechanism for goods imported into the customs territory of the EAEU”.

“Navigation seal is a device that provides remote control over the movement of goods and vehicles,” the EEC press service explained. – The use of this technology allows you to monitor the vehicle online at a distance of hundreds and thousands of kilometers and record every illegal action with goods in a sealed cargo compartment, if they occur. Through the use of navigation seals, the “transparency” of transportation is ensured.”

Navigation seal used to track shipments on the territories of the Member States, must contain the following information:

– unique identification number of the navigation seal;

– information about the national operator, in the information system which it is registered.

Traceability mechanism shall be used on the following imported items: domestic refrigerators and freezers (HS code: 8418 10 200 1, 8418 10 800 1, 8418 21 100 0, 8418 21 510 0, 8418 21 590 0, 8418 21 910 0, 8418 21 990 0, 8418 30 200 1, 8418 30 800 1, 8418 40 200 1, 8418 40 800 1).

In future, it will be mandatory to apply traceability devices during transportation of alcohol products, tobacco as well as products banned for import by at least one of EAEU member-countries.

The timing of the pilot project to introduce a traceability mechanism for goods imported into the customs territory of the EAEU has been adjusted.

The decision comes into force on May 24, 2023. As the EEC press service previously reported, tracking of shipments in the Eurasian Union will begin as early as January 2024.
