Changes to list of products with mandatory conformity assessment
Electric personal mobility devices (electric scooters, electric skateboards, hoverboards, segways, unicycles and similar devices) with HS codes from 8711 60 900 0, from 8711 90 000 0, as well as electric motors for general industrial use with a power from 1 to 400 kW with HS code 8501 they plan to include in the unified list of products subject to mandatory certification, approved by Decree of the Government of the Russian Federation No. 2425 of December 23, 2021.
A draft amendment to the unified list was prepared by the Ministry of Industry and Trade and submitted for public discussion until February 28, 2024.
According to the explanatory note to the document, these products pose an increased risk to the health and life of consumers, therefore it is advisable to introduce mandatory certification for them.
As for electric motors, they are currently included in the scope of the technical regulations “On the safety of low-voltage equipment” (TR CU 004/2011) as “electrical equipment intended for use at a rated voltage of 50 to 1000 V (inclusive) alternating current and from 75 to 1500V (inclusive) DC.” The technical regulations establish requirements for the safety of electric motors, but do not impose mandatory requirements for operational characteristics and energy efficiency indicators.
