Changes concerning climate control equipment

On March 20, 2025, the Eurasian Economic Commission published Decision No. 20 of February 21, which changed HS codes for climate control equipment from March 30. Subheading 8415 20 000 9 (“other”) was excluded, and two subheadings were introduced instead: for units assembled in a single housing and for all other units.

A “unit in a single housing” means an air conditioner in which all main components are located on a single frame, platform or inside the housing, while the compressor remains a separate element and is not combined with other components in a single unit. In addition, from January 1, 2027, a zero rate of import duty is established for “other” air conditioners (new subheading).

As a rule, before being released into circulation, any climate control equipment must undergo conformity assessment according to electrical technical regulations (certification and declaration), and to import models with ozone-depleting refrigerants, a license from the Ministry of Industry and Trade will be required (by the way, it is valid until the end of the calendar year, so it is most profitable to issue it in January and transport it all year). We recommend that manufacturers and importers check their current HS codes, take into account future customs benefits and clarify the requirements for conformity assessment procedures when updating the design or expanding the model range.
