EEC Council has amended HS Codes for air conditioners
On March 20, 2025, the EEC Council Decision 20 of February 21, 2025 on amendments to the HS Code for air conditioning units was officially published. The document entered into force on March 30, 2025.
The main changes in classification of air conditioners are listed below:
Subheading 8415 20 000 9 (“other”) has been excluded.
New subheadings have been introduced:
– 8415 20 000 2 – units “in a single housing”;
– 8415 20 000 8 – “other” units.
In subheading 8415 20 000 2, the term “in a single housing” refers to air conditioning units (air conditioners) in which:
– all elements are combined in a single housing, on a single frame or on a single platform;
– refrigeration compressor included in this unit is located separately, i.e. is not combined with the other elements in a single housing, on a single frame or on a single platform.
The same Decision of the EEC Council introduced 0% rates on other air conditioning units with code 8415 20 000 8 from January 1, 2027.
Air conditioners are subject to conformity assessment according to “electrical” technical regulations in the forms of certification and declaration before being released into circulation.
A license from the Ministry of Industry and Trade of Russia may be required to import air conditioners containing ozone-depleting substances.
Therefore, we recommend that manufacturers and importers:
– check the current HS code for their products;
– take into account changes in customs clearance from 2027;
– clarify certification requirements when updating the design or range.
