Skin care products play an important role in everyone’s life. These include a variety of creams, lotions, scrubs, foams, tonics and other cosmetics. Skin care products are classified as cosmetics, so they fall under the scope of TR CU 009/2011. This technical regulation establishes requirements for the production, storage, and transportation of skin cosmetics.
Under this TR CU, manufacturers, importers and distributors of skin care products are required to issue a declaration of conformity or a certificate of state registration (SGR). These are the two main documents confirming the quality of cosmetic products. In addition, an entrepreneur can issue a voluntary certificate.

Certification of skin care products is necessary to control the quality and safety of this type of product. This helps to prevent low-quality cosmetics from entering the market, which can harm consumers.
On the territory of the EAEU, certification is mandatory. All manufacturers, importers and distributors are required to issue permits for their goods. Failure to comply with this requirement threatens the company with a large fine and administrative liability for the entrepreneur.
List of required documents.
To obtain a declaration or certificate for skin care products, the applicant will need to submit a package of documents to the certification center.
An approximate list of documents usually consists of the following papers:
- copies of registration documents of the company;
- bank account details;
- detailed information about the manufacturer;
- product description, HS codes;
- regulatory and technical documentation;
- protocols of laboratory studies or product samples;
- layouts of packages and labels;
- invoice and supply contract (for import).
The procedure for issuing certificates for skin care products.
Registration of certificates for skin care products is carried out by contacting the certification center, where specialists identify products, select a suitable verification scheme and provide a list of required documents.
To assess the quality of products, it will be necessary to conduct laboratory tests of product samples. When declaring, conducting laboratory tests is entirely the responsibility of the entrepreneur. When issuing a certificate or SGR, samples are sent to an accredited laboratory. Based on the results of the examination, a protocol is drawn up, if the products fully comply with the requirements of TR CU, then the result of the check is the issuance of a document of conformity.
Suppliers of imported cosmetics are required to bring test samples of products into the territory of the EAEU for laboratory testing. After receiving a permit document, the entrepreneur will be able to start importing consignments of goods into the territory of the EAEU. The term for issuing declarations, certificates and SGRs usually takes no more than 2-3 weeks.
