Certification of suits and jumpers

Certification of most types of clothing is mandatory; accordingly, it is forbidden to supply or sell products without documents in the territory of the Eurasian Economic Union member countries.

Three product categories.

Clothing is divided into three layers, where:

– The first layer – underwear, which directly contacts the skin (underwear, tights, gloves, etc.);

– The second layer – put on the first layer (T-shirts, jackets, trousers, etc.);

– The third layer – put on the second layer (all types of outerwear).

Suits and jumpers (including hoodies, sweatshirts, sweaters) belong to the second layer of clothing. For the first layer of clothing the Certificate is required, while for the second and third – the Declaration is sufficient.

Certificate for suits and jumpers for adults is issued as a declaration of conformity in accordance with the Technical Regulations of the Customs Union 017/2011 “On the safety of light industry products”.

Certification for sweaters, hoodies and other types of sweaters for children from 0 to 18 years old is issued in the form of a quality certificate in accordance with the Technical Regulations of the Customs Union 007/2011 “On the safety of products intended for children and adolescents”.

The legislative framework.

Certification of suits and sweatshirts is mandatory for all manufacturers manufacturing products in the EAEU.

Accordingly, the enterprise is obliged to certify all products that fit the list before launching them on sale. It is also important to renew certificates on time, as they have a validity period – from one to five years.

In case of non-compliance with these requirements, the enterprise faces a fine of up to 1 million rubles or the seizure of products.

The Declaration of Conformity and the Certificate of Quality are two different documents that are issued for different categories of goods, but at the same time they have the same force and similar characteristics.

The Declaration of Conformity confirms that the product quality meets the requirements stated in the relevant document of the technical regulation. The declaration is certified by the manufacturer of the product, he is also responsible for information provided.

The certificate of conformity also confirms that the product quality complies with the required technical regulations of the EAEU. The certificate is certified by a certification company, which is also responsible for the data in the document.

Certification for suits and jumpers can be checked by both customs and authorized bodies, as well as customers with consumers. Published documents on the FSA website greatly simplify the verification for the relevant authorities or consumers.

Registration of certification.

To issue certificates or declarations, it is necessary to contact certification firms that test products, check a package of documents and issue a permit for certification. Further, the documents are registered with the Federal Accreditation Service.

Period of obtaining a permit is about 2-5 weeks, and the registration of documents with the FSA takes literally three working days.

Stages of obtaining certification of jumpers and suits.

• Applying for a permit for a declaration or certificate;

• Provision of product samples for laboratory analysis;

• Waiting for completion of sample testing and paperwork;

• Lease agreement for production premises or certificate of ownership;

• A label layout describing characteristics and composition of the product.
