Industrial chemicals include products whose technical composition is used for a wide range of activities – cleaning, washing, disinfection, protection from external factors, and others. Legal Framework.
Requirements for the quality of products on the territory of the EAEU are regulated by technical regulations – TR CU, TR EAEU. The technical regulations contain requirements for production, storage, transportation and packaging of products.
Any industrial chemistry falls under the list approved by the decision of the Commission of the Customs Union dated May 28, 2010 No. 299. Chemical products are subject to mandatory state registration. In this case, the applicant receives a certificate of state registration (SGR). All new types of chemical products must be notified without fail.
Who needs a certificate for industrial chemistry.
A permit for chemical products is required to be obtained by every entrepreneur who produces, imports or sells industrial chemicals on the territory of the EAEU. Failure to comply with the requirements of the law entails unpleasant consequences for business – a large fine, administrative liability for officials, seizure of goods and suspension of activities.
The procedure and terms for issuing a certificate for industrial chemistry.
Registration of SGR for industrial chemistry consists of several stages. First of all, the applicant needs to contact the certification authority and submit an application. Further, specialists identify products and select a scheme for conducting evaluation activities. A list of required documents for issuing a certificate of state registration will also be compiled.
The next step is the selection of product samples and laboratory examination. The result of the verification is an expert opinion issued by the laboratory. Based on this document, the authorized bodies make a decision to issue or refuse to issue a conformity document. An important condition for the issuance of SGR is the full compliance of products with the sanitary and hygienic standards of the EAEU.
For each company, the procedure and deadline for registration may vary slightly. It depends on the volume and complexity of work for employees of the certificate authority. Usually, execution of a compliance document takes an average of 2-3 weeks.

To obtain a certificate of state registration for industrial chemistry, the applicant will need to submit a package of documents to the certification bodies.
Provisional list consists of the following items:
- registration documents of a legal entity or individual entrepreneur (OGRN, TIN);
- company bank account details;
- product description, including HS codes;
- samples of goods for laboratory examination;
- regulatory and technical documentation on the basis of which products are manufactured;
- instructions for the use of products;
- samples of packaging and labels, including product labeling;
- for import, you will additionally need a supply contract and an invoice.
