A new list of toys subject to certification approved

On September 28, 2025, Decision No. 76 of the Eurasian Economic Commission (EEC) Board, dated August 26, 2025, entered into force. This decision adopted a new list of toys subject to mandatory assessment of compliance with the requirements of the Customs Union Technical Regulation “On the Safety of Toys” (TR CU 008/2011). Compliance with technical regulations must be confirmed when placing them under customs procedures.

This list replaces the one approved by Decision No. 11 of the EEC Board dated January 31, 2013 (cancelled with all amendments).

The updated list includes more items: now 21 instead of 18.

New items include:

– Children’s trampolines for home use (except for sports trampolines and trampolines used as amusement rides; children’s trampolines installed in public places for general use).

– Pencils, markers, felt-tip pens, brushes, and other similar products (used in play sets or as toys, with the exception of products (articles) that are not toys and do not contain an indication of the minimum age of the child for whom the toy is intended or a pictogram indicating the child’s age on the label).

– Swings for home use (hanging, floor, and other swings for home use).

Clarifications have been made for several items. This applies to puzzles. The new version adds information about such products containing “up to 500 pieces inclusive.”

The list also includes EAEU HS codes and the only form of conformity assessment – certification.
