New certification rules for light industry
New certification rules for light industry products came into force on April 26, 2026 (EEC Council Decision No. 75 of September 12, 2025, and Decision No. 44 of April 7, 2026).
The changes will affect both EAEU manufacturers and applicants, as well as importers and foreign manufacturers.
Now, the manufacturer’s authorized representative (MAR) (if both the applicant and the manufacturer are EAEU residents) will be able to issue documents for serial production of products, rather than for each individual batch.
Imported products can now be certified only under Schemes 3D (with mandatory testing in an accredited laboratory) and 4D (per batch). Schemes 1D and 2D can only be used by manufacturers from EAEU countries or their MAR.
According to the new requirements, if a manufacturer has multiple production sites, it is necessary to provide positive test results from all sites; otherwise, it will not be possible to obtain a serial certificate for the entire network.
We offer a short checklist for businesses on what to do in these changing conditions:
1. Check your current declarations. 1D and 2D schemes are no longer suitable for new imported batches – switch to 3D and 4D.
2. If you are an importer, budget for testing in an accredited EAEU laboratory.
3. Check the contract with the authorized representative. It must contain three mandatory clauses: act on behalf of the manufacturer, release into circulation, and bear responsibility.
4. If you have multiple production sites, prepare protocols for each to obtain a serial certificate.
5. Use repeat protocols. For batches, the validity period is 1 year; for materials, up to 3 years.
6. Make sure the laboratory is accredited in the EAEU register.
7. Check the document retention periods—at least 10 years for applicants.
8. During certification, ensure the applicant is present during product identification.
